Torfaen Council

Policy on scanning of stray dogs - stray dogs are scanned for chips and the Council will make an attempt to contact the registered owner.

Policy on scanning of dead dogs - regrettably, Torfaen do NOT scan dead dogs.  If a dog is wearing ID that can be read, then owners may be contacted.

Microchipping provision - Like many Councils, Torfaen run occasional chipping events though I could not find any specific dates or times of either planned or past events.

Out of hours service for stray dogs - Torfaen are to be congratulated on having a specific section on their website dealing with this issue, giving clear instructions on how to deliver an out of hours dog to either an appropriate vet (if ill or injured) or to the kennels.

Numbers of stray dogs - Click here to see Torfaen's stray dog figures for the past four years (opens in new window).  Torfaen do not record the number of dogs returned directly to their owner without entering kennels.

Website - Click here to see the website checklist.  Firstly, huge congratulations to Torfaen on including a number of features.  As far as I am aware they are the only Welsh Council to publish their stray dog statistics in summary form - including the number killed, and an honest and reasonable discussion of the reasons why.

They also provide a list of charges for releasing stray dogs - again this is sadly the exception rather than the rule. To make the site perfect why not include payment methods accepted, where and how? They are so nearly there.  Also very good - links to the national picture on dog welfare via RSPCA statistics, local charities and the Dogs Trust.

I also particularly like the fact that they invite comments, both negative and positive on the service provided, and include the named managers responsible.  Fantastic, and a great example to others.

Costs of Releasing Dog from Council Pound - £100.00 with a 50% reduction for first fee if dog collected within 24 hours of impoundment, a 50% reduction for first fee for those on Income support/Pension Credit plus £7.25 per day kennelling charge and any appropriate veterinary fees.

Payment by installments can be provided on the first occasion of a dog straying.

Kennelling services are provided by a contractor and are due for renewal on 31st March 2012.
